Chinese officials stress role of united front in serving social management

Senior officials of the Communist Party of China (CPC) have called for a greater role for the party\’s united front in assisting the national effort of improving the social management system, according to a meeting of the country\’s united front circles held on Monday.

Jia Qinglin, chairman of the Chinese People\’s Political Consultative Conference (CPPCC) National Committee, made the remarks in a written instruction at the meeting.

Jia, also member of the Standing Committee of the Political Bureau of the CPC Central Committee, urged efforts to take advantage of the good connections that the CPC\’s united front system has with people of different political parties, ethnic groups, religions and social groups at home and abroad.

Zhou Yongkang, secretary of the CPC Central Committee\’s Commission for Political and Legal Affairs, in a written instruction, also urged local authorities to tap the potential of the CPC\’s united front in helping to solve problems surfing from social management fields.

Addressing the meeting, Du Qinglin, vice chairman of the CPPCC and head of the United Front Work Department of the CPC Central Committee, said the the party\’s unitied front work should strive to make breakthroughs.

Du said efforts should be made to forge harmonious relations between workers and company owners in non-public economic entities as well as improve management and services concerning urban residents of ethnic minorities, Du said.

Auditors find "small coffers" worth 414 mln yuan in central government units

Auditors found that a total of 82 government units had illegally kept 414 million yuan (63.7 million U.S. dollars) for unauthorized use by means such as misappropriating income or fabricating expenses, the country\’s chief auditor said Monday.

Liu Jiayi, head of the National Audit Office, made the statement in a report submitted to the 21th session of the Standing Committee of the 11th National People\’s Congress (NPC), the top legislature.

According to Liu, the money was mostly used in the form of bonuses and allowances.

In addition to the "small coffers," other financial violations included expanding the spending scope without approval, fabricating expenditure figures and illegal charges.

Liu said these violations, 80 percent of which occurred in inferior government departments, were largely due to slack supervision and management loopholes from incomplete reform.

Book on 1949-1978 history of CPC published in minority languages

The second book of a series on the history of the Communist Party of China (CPC), focusing on the 1949-1978 period, has been published in five ethnic minority languages, following its publication in Chinese five months ago.

The Mongolian, Tibetan, Uygur, Kazakh and Korean language versions of the book have come off the presses recently, said the Ethnic Publishing House, in a statement issued Tuesday.

Compiled by the Party History Research Center of the CPC Central Committee, the book was published in Chinese in January.

The book documents CPC history from the founding of the People\’s Republic of China (PRC) in 1949 to the holding of the Third Plenary Session of the 11th CPC Central Committee in 1978, a starting point for the country\’s reform and opening-up.

The book offers an overall and accurate description of the extraordinary process in which the CPC had led the Chinese people to carry out the socialist revolution and construction, the statement said.

According to officials, more than 1 million copies of the book\’s Chinese version had been sold as of mid-May.

A previous book, which documented the CPC history from its birth in 1921 to the founding of the People\’s Republic of China in 1949, was published in 1991.

More Chinese supercomputers enter global top 500 list

The number of Chinese supercomputers on the latest list of the top 500 supercomputer released on June 20 is second only to the United States, although Japan\’s "K" surpassed China\’s Tianhe-1A and sat atop.

According to the list released on Top500.org, Japan\’s "K," built by Fujitsu, can make 8.2 quadrillion calculations each second and is the new number one supercomputer in the world.

Tianhe-1A supercomputer in China\’s National Supercomputing Center in Tianjin, with a performance at 2.6 quadrillion calculations per second currently ranks second on the list.

Including Tianhe-1A and Nebulae, the world\’s fourth fastest supercomputer, China has 62 supercomputing systems on the top 500 list. Both the numbers and accumulated peak performance of China\’s supercomputers have exceeded that of traditional leading countries in supercomputer development, including Germany, Japan and France. The United States, with 256 supercomputers on the list, has a good lead in this field.

China had 41 supercomputers listed on the top 500 list released in last November. The increase in the last half year showed China\’s increased portion of global fastest supercomputers.

Top500.org releases the top 500 supercomputer lists twice a year. All the top 10 supercomputers on the latest list — five from the United States, two from China, two from Japan and 1 from France — can make more than 1 quadrillion calculations per second.

Lenovo seeks to become the Apple of world\’s eye

Two years ago, Liu Chuanzhi returned to Lenovo, China\’s largest personal computer manufacturer by market share, as board chairman to sort out a legacy of losses and confused management.

Having revamped the company he now feels confident enough to throw down the gauntlet to Apple Inc.

By vowing to give Steve Jobs\’ company a run for his money earlier this year, Liu shocked the IT world.

But analysts of the industry are heavily divided on this heroic attempt.

Liu came to the rescue of Lenovo at its worst time – after the outbreak of the US financial crisis had thrown the global personal computer market into turmoil. That year, 2009, Lenovo posted a loss of $97 million. With sales plummeting 78 percent because of sluggish corporate demand, a major overseas business focus, Lenovo\’s global share slipped to 7 percent, which further distanced itself from HP, Dell and Acer, the top three global PC vendors.

Taking the helm again, Liu steered Lenovo away from its reliance on overseas markets that remained crippled by the economic downturn. Instead, he refocused Lenovo\’s core business on China and other emerging economies, which were the only bright spots in the global economic gloom. He also refocused the company on the growing consumer market, an arena previously strategically eclipsed by the business customer market.

Thanks to the strategic shift, Lenovo has just witnessed its best year. According to the company\’s fiscal year 2010 report, Lenovo\’s global market share reached a record 10.2 percent, closing the ground on third place Acer\’s 11 percent. The company\’s year-on-year growth in sales exceeded that of all the four major vendors.

The upward momentum has continued. Lenovo\’s fourth quarter report for the year ending March 31, 2011, showed a net profit of $42.13 million, up from $12.8 million a year earlier. China remained the star performer, accounting for 46.4 percent of the company\’s sales. Moreover, sales in emerging markets such as Russia, India, East Europe and Latin America also increased sharply.

Determined to fend off competitors in the domestic market, Lenovo has been beefing up its expansion in small cities and rural areas. It has strengthened its distribution network in the countryside. The company has made it a commitment to ensuring that a potential buyer can find an outlet selling Lenovo computers within 50 kilometers of where he or she lives.

After putting its own house in order, Liu is casting his gaze on bigger things. In the PC business, nothing can seem more ambitious than taking on the undisputed leader in verve and style: Apple Inc, which has the biggest market capitalization among all competitors. To that end, Liu is leading his company into the realm of design excellence and popular appeal.

Vice premier urges greater flood control efforts

Vice Premier Hui Liangyu has urged greater efforts for flood control, as the country has reached a "crucial point" in disaster prevention.

Hui made the remarks during an inspection tour of flood-hit areas in the provinces of Anhui and Zhejiang. The tour lasted from Sunday to Tuesday.

Hui called for more efforts to ensure the safety of dikes, reservoirs and dams, conduct evacuations in a timely manner and warn local authorities to prepare for rain-triggered floods and other disasters.

Relevant authorities should enhance their monitoring and forecasting of rainstorms and floods, Hui said, adding that more efforts will be needed to prevent the collapse of dikes and reservoirs.

Great importance should be attached to taking care of flood victims and making sure they have access to food, clothing, shelter, drinking water and medical care, he said.

Rain-triggered floods have swept east and south China since early this month, leaving at least 175 dead and 86 missing so far, the Ministry of Civil Affairs said Monday.

China, Vietnam engage in joint naval patrols

China and Vietnam have concluded two days of joint naval patrols, including a port call in China, despite a dispute over claims in the South China Sea, Vietnamese state media said yesterday.

Two ships from each country took part in the joint patrols Sunday and Monday, sailing more than 300 nautical miles in the Beibu Gulf bordering China and Vietnam, the Vietnam\’s People\’s Army Newspaper said.

The two governments signed a demarcation treaty for the Beibu Gulf area in 2000.

"Respecting the signed agreements is one of the factors that will promote the friendly and neighborly relations between the two countries and ensure stability and security at sea," the newspaper quoted Nguyen Van Kiem, deputy chief of staff of Vietnam\’s navy, as saying.

Chinese Foreign Ministry spokesman Hong Lei said Tuesday in Beijing that Beijing would try to work toward a peaceful resolution to the South China Sea dispute.

The joint patrols were the 11th since 2005 between the two countries.

Relations between the two states cooled in recent weeks as they traded diplomatic punches over territorial dispute in the South China Sea.

"The South China Sea has led to a souring of political relations but has not yet spilled over to affect the broad and deep nature of Sino-Vietnam relations," said Carlyle Thayer, a Vietnam expert at the Australian Defense Force Academy in Canberra. "The holding of the exercises is a good sign."

Last week, Vietnam held live-fire naval drills off its central coast.

The Chinese language Global Times commented in an editorial, saying: "If Vietnam wishes to create a war in the South China Sea, China will resolutely keep them company." The newspaper warned Vietnam not to play up the dispute, which will further damage bilateral relations

China\’s Huawei storms into tablet PC market

The Huawei Technologies, headquartered in China\’s southern Shenzhen city, unveiled a 7-inch Android-based tablet computer in Singapore yesterday, throwing itself into a market competition with Apple and Samsung.

The Chinese top technology company said it is developing a larger 10-inch tablet PC, too.

And, Victor Xu, the chief market officer of Huawei Device, said that his company plans to be among the top global five handset producers within three years, a market that is now dominated by Nokia, Apple and Samsung.

"We are also developing a 10-inch tablet…We hope to launch it this year," Xu told Reuters in an interview. However, he declined to reveal the price of the newly introduced 7-inch tablet, the MediaPad.

The company, the world\’s second-biggest supplier of telecommunications equipment behind Ericsson, has not specified any sales target for the MediaPad which will be put on sale in the third quarter this year.

It said the MediaPad will run on the Android operating system from Google Inc and use a dual-core 1.2 GHz processor from Qualcomm. It will also come with pre-installed applications such as Facebook and Twitter, according to a Reuter report on Monday.

The firm had said earlier it expects revenue to reach the $100 billion mark in a decade, driven by sales of telecom devices and mobile smart-phones.

Senior official calls for enhancing innovation, cultural service

A senior Chinese official has called on the country\’s companies to enhance their innovative capability so as to provide support for "sound and rapid" economic and social development.

"Improving innovative capability is the core of our national development strategies and a fundamental way to transform the country\’s economic growth pattern," said Li Changchun, a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, during a visit to east China\’s Shandong Province, which lasted from Friday to Tuesday.

While visiting local companies, Li encouraged them to increase their efforts in research and development in order to produce more high-tech products with independent intellectual property rights.

"Large enterprises are a major force for accelerating the transformation of China\’s economic growth pattern, promoting technological progress and participating in the global market," he said.

He encouraged Shandong to create optimal conditions for the creation of an array of companies with strong international competitiveness.

While visiting local cultural centers, Li said the service of cultural facilities should be improved in order to give the public a better cultural education.

Li also called on artists to explore and create commercial enterprises that will meet public demands for art and culture.

At the Qingdao Publishing Group, Li encouraged the company to set up a modern rights system and promote multi-industry acquisition in order to grow into a "strong, vigorous and competitive" cultural enterprise.
